Rear Admiral John C. Howell was born in Philadelphia, Pennsylvania on 24 November 1819. He was appointed midshipman on 9 June 1936 and served in the Mediterranean, East India, Home and other squadrons. During the Civil War he served on USS Minnesota at the Battle of Hatteras Inlet and was actively employed in the East Gulf and North Atlantic Blockading Squadrons.
